Currently, I serve on the board of TPRC as the Vice Chairperson. I am passionate about finding ways to improve digital equity and inclusion. My background includes expertise in strategy, organization development, data science, and information systems to address public policy and management issues related to digital equity and inclusion. I held leadership and faculty positions to conduct groundbreaking research in the areas of Internet access and use, broadband adoption, and new models for delivering digital literacy training to enhance digital inclusion in communities. In 2009, I founded the Center for Digital Inclusion (CDI) at the University of Illinois. I served as the Board Chair and senior executive officer to startup Urbana-Champaign Big Broadband (UC2B), a University of Illinois-led public private partnership and Broadband Technology Opportunity Program funded project dedicated to building one of the first municipal gigabit fiber broadband networks in the US. I am a principal investigator for the US Ignite/National Science Foundation Smart Gigabit Community initiative building a nationwide test-bed to develop applications for gigabit broadband networks. I served as the Research Director for the Broadband Technology Opportunity Program (BTOP) national evaluation research study from 2010-2013.  and as a member of Digital Durham and the North Carolina Digital Equity and Inclusion Coalition (NCDEIC). I am more than happy to assist your community or organization with strategic planning, stakeholder analysis, data analytics and GIS, research evaluation, and training and development for building broadband networks and for expanding digital literacy programming.
